There are a few different qualifications, but more than likely you will be able to. The first thing you will need to do is fill out a FAFSA application. Once your application has gone through it will tell you what you are qualified for, possibly even a pell grant. Stay away from the private loans as much as possible, they don't give you as many benefits as the federally backed loans.

If you live at home more than likely how much or if you can get a loan will depend on your parents' incomes. You can apply for scholarships and grants though. And you can go to the community college for your first two years to get your Associates Degree and then move forward to a four year degree, or you can take just one course at a time as to how you can pay for it (while you work a part time job).

I was 17 when I started college and was able to apply for federal stafford loans without a cosigner. You will most likely need a cosigner if you need a private loan.

Yes. Even though you may not be considered the age of majority in your state (usually 18 or 19) federal law allows 17 year old students to apply for and receive a student loan on their own.

You need to get some documentation showing that the debt was satisfied after being taken out of your tax refund. Get that, send it to the collection agency along with a cease and desist contact letter and your problem will be solved.
